Main interface for tracking users

• Accessed at ?action=profile;area=tracking;u={memID}
• Calls the appropriate function based on the subaction
• Subaction can be 'activity', 'edits' or 'ip'
• Defaults to 'activity' if subaction isn't set or is invalid
• Profile edits can't be tracked if the moderation log is disabled.
