Main entry point for the forum maintenance screen

• Sets up all valid sub-actions
• Loads the ManageMaintenance template and language files
• Checks for the is_admin permission
• Calls the appropriate function based on the subaction
• Defaults to 'general' subaction if subaction is missing or invalid
