Shows a list of all installed themes, along with the appropriate paths and URLs for each theme.

• Accessed at index.php?action=theme;sa=list
• Shows a lovely list and allows the admin to delete each theme
• If the admin clicks on the theme name, they are taken to the theme settings page for that theme
• Replaces the list of themes that appeared in Themes and Layout Settings in 1.0.x
• Allows the admin to attempt to reset the paths and URLs for all the themes based on the specified "base path" and "base URL"
• Uses the Admin language file
• Requires the admin_forum permission
• Uses the Themes template and list_themes subtemplate
