Loads information about all the membergroups.

• Called by ?action=membergroups in 1.1 and ?action=admin;area=membergroups in 2.0
• Requires the manage_membergroups permission.
• Uses the main ManageMembergroups template.
• Splits the membergroups in regular ones and post count based groups.
• Also counts the number of members part of each membergroup.
