Performs various weekly maintenance tasks

Description: Returns true upon successful completion

• Deletes empty settings related to paid subscriptions and user warnings
• Deletes specified temporary settings (by default, only 'attachment_full_notified')
• Prunes various logs according to settings
• Clears out paid subscribers who never did anything
• Clears out sessions that are over a day old
