Handles all PM-related settings

• Allows the user to manage all PM settings
• Loads up contextual data for pmprefs
• Accessed at ?action=pm;sa=prefs
• Saves the settings if "save" is in the querystring
• Saving the settings also requires a valid session ID in the querystring
