Allows the admin to reset permissions on files.

• Like everything else in this file, requires the admin_forum permission
• Accessed at ?action=admin;area=packages;sa=perms
• Requires a valid session ID in the URL
• Attempts to allot more memory and increase the timeout limit
• Asks for FTP information if necessary
• Uses the 'file_permissions' sub-template of the Packages template
• Calls PackagePermissionsAction if the form has been submitted
• Loads the XML template and generic_xml sub-template with no template layers if "xml" is in the URL
