Handles management of scheduled tasks - viewing them, editing them and viewing the scheduled task log.

• Requires the admin_forum permission
• Calls the appropriate function based on the sub-action
• Uses the ManageMaintenance template and language file
• Defaults to the 'tasks' sub-action if sub-action is missing or invalid
• Moved to ManageScheduledTasks.php in 2.0 RC1
