Displays the mail queue

• Accessed from .../index.php?action=admin;area=mailqueue or .../index.php?action=admin;area=mailqueue;sa=browse
• Allows you to see and manage all messages in the queue
• Default sub-action from ManageMailQueue
• Uses the browse sub-template of the ManageMail template
• Sets up the options and creates a standard list for use by the template
