Parses the Packages/installed.list file and displays a list of all installed packages.

• Accessed at index.php?action=packages;sa=installed
• Uses the view_installed subtemplate
• Uses the Packages template and language file (as loaded by Packages())
• Requires the admin_forum permission
• Uses the package template layer (also loaded by Packages()).
• Allows you to uninstall and/or delete every package in the list
