Allows the admin to browse a list of all available packages from a particular server.

• Requires the admin_forum permission.
• Part of the manage_packages adminIndex
• Loads the Packages language and template files
• Uses the package template layer and package_list sub-template
• Accessed at index.php?action=pgbrowse;server=x (x = a particular server from the servers list - 0 = the first one in the list, 1 = the second one, etc.)
• Attempts to download a list of packages from the server
• Can also connect to a server other than one in the list by using index.php?action=pgbrowse;absolute={url}
