Loads up the information in Settings.php and displays an interface allowing you to change some of these settings.

• Uses the rawdata sub template (not theme-able.)
• Requires the admin_forum permission.
• Uses the edit_settings administration area.
• Contains the actual array of settings to show from Settings.php.
• Accessed from ?action=serversettings in 1.1 and ?action=admin;area=serversettings in 2.0
• Default sub-action for ModifySettings.
• Displays a warning if Settings.php isn't writable
• Displays a warning if Settings_Bak.php isn't writable or couldn't be created
• Prevents saving of settings if Settings.php isn't writable
