Handles setting and resetting global theme options.

• Accessed at index.php?action=theme;sa=options
• Requires a valid session ID in the URL
• If "who=1" is in the URL, allows the admin to reset current members' theme options, otherwise loads the guest options
• Requires admin priveleges (admin_forum permission)
• Loads the Profile language file
• Loads the Settings template and options sub-template
