Handles activating/approving/deleting/reminding members, based on the admin's choice.

• Emails the selected user(s) telling them that they've been approved, activated, deleted or simply that they still need to activate their email
• Can't be accessed directly - depends on "todo" POST variable
• Redirects to the appropriate "browse" screen if $_POST['todo'] isn't set or when all the requested actions have been done
