This function handles account activation.

• Loads all appropriate info from the database
• Uses the Login language and template files
• Accessed at index.php?action=activate
• Depending on querystring, allows you to resend your activation code, change your email address or manually enter the activation code
• Sends off the welcome email after the account has been activated
