Loads a post an inserts it into the current editing text box in quote tags.

• Uses the Post language file.
• Loads the Post template if xml isn't in the URL
• Requires a valid session ID in the URL
• Uses special (sadly browser dependent) javascript to parse entities for internationalization reasons.
• Accessed with ?action=quotefast.
• If $_REQUEST['modify'] is set, uses the modifyfast subtemplate
• Otherwise the quotefast subtemplate is used
