Called by db_fatal_error() function (in Errors.php.)

• Shows a complete page independent of language files or themes.
• Sends an email to the webmaster if certain conditions are met (less then 72 hours since last connection error, admin wants to receive these messages, forum isn't in maintenance mode)
• Used only if there's no way to connect to the database
• Stops further execution of the script.
