• Loads up a list of groups for the template
• Finds the number of "allowed" and "denied" permissions for each group
• Loads up permissions for a specific board if 'boardid' request variable is set
• Otherwise loads up a list of all boards and whether they're using "local" or "global" permissions
• Uses the 'permission_index' subtemplate
