Handles "internal" searching - searches for a task/setting

• Can be accessed directly (.../index.php?action=admin;sa=search;search_term=x) or from the admin search form ("Task/Setting" option)
• Searches settings, sections and tasks for the given string
• Called from the main AdminSearch form
• Loads up the "Help" language file and all of the "Manage" language files
• Loads up information about each item it found for the template
