Downloads a package from a package server

• Requires the admin_forum permission
• Loads the Packages template and language files
• Uses the package template layer and package_download sub-template
• Part of the manage_packages adminIndex
• Renames a package if a file with that name already exists
• Attempts to chmod things as needed
• Won't work if fopen is disabled
