Loads up a list of accounts that have not been activated and/or approved yet, allowing the admin to do what they want with these accounts.

• Accessed at index.php?action=regcenter;sa=browse
• Default location for the regcenter if no subaction is specified and registration isn't disabled or there are members who need activating/approving
• Allows the admin to select individual accounts and then activate, approve or delete them, optionally emailing the member informing them of this action
• Also allows the admin to send a reminder email to members reminding them to activate their accounts
